Six-point rating scaled structured questionnaire starting from highly ineffective to highly effective was used to elicit primary data from 258 selected members of the population which consists of senior staff of accounting, finance and internal audit department of federal Ministry of finance, Fiscal responsibility commission and CBN. The study adopts a cross sectional survey research design. This research paper investigated the concept of MTEF and its relationship with budget effectiveness in Nigeria public sector. Medium term expenditure framework (MTEF) seems to be the framework that best meets these criteria. Some lessons from international practices can be imitated, but the successful reforms will be determined by political support and commitment and people’s pressure.ĪBSTRACT: The inadequacy of annual budget system has in recent times forced many countries’ government into search for a more appropriate framework that supports the reform of policy makers degree of planning, improves inter and intra-sectoral resource allocation by effectively prioritizing all expenditures and dedicating resources only to the most important activities as well as developing accuracy of revenue estimation. We considered some constraints and challenges faced when running those recommendations. This paper recommends integration of the budget institutions and the introduction of Financial Management Information System (FMIS) to the parliament in future reforms. These weak roles lead to a weak link between policy and the budget also makes MTEF ineffective when dealing with allocative efficiency issues. It is also shown that the separate budget institutions and the increasing roles of parliament without any significant information on MTEF and performance, contribute to the weakness of the Indonesian Ministry of Finance (MoF). It maintains aggregate fiscal discipline but its roles in dealing with allocative issues are still challenging. The introduction of Medium Term Expenditure Framework (MTEF) is the most important change in Indonesia’s Public Expenditure Management (PEM) reforms.
